This is a discount program that usually pops up after you place an order at places like drugstore.com. If you remember seeing something like "$10 off next time" and clicked "Yes", then don't blame it for charging you thereafter. There is fine print saying about the membership fee if you are not careful enough. Nevertheless, usually you can get more back through its program compared to the fee, and at the same time there are a lot of people out there seeking a way of enrolling but with no luck.
