In February of 2012 I received a charge for $55 on my Visa account. I did not notice it until I reviewed my Visa bills for tax reasons in January 2013. MY CAR HAS NOT BEEN IN PHILADELPHIA IN YEARS, AS I AM NOW 86 YEARS OLD AND DO NOT DRIVE THAT FAR.I live in Malvern and do not drive in the city.
